yup……although in both of these mainly vessels 2 retina r affected…..in diabetic neovasculization is seen(in which new vessels start developing but they 4 very leaky so causes blood accumulation in viterous of eye)an emergency condition……also causes formation of flame hemorrhages and dot haemorrhages in retina etc………..while in hypertensive retinopathy silver wiring is commonliy seen also u can find AV nipping where arteries and vein crosses each other…….
